Total Intelligence Group, Inc. is hosting the S. Florida Cybersecurity & Intelligence Workshop at Nova Southeastern University on October 22nd - 24th, 2018. As part of the workshop, several industry experts will be sharing their expertise with those in attendance. The first speaker announced is Mr. Michael Theis.
Mr. Michael C. Theis (pronounced Tice) uses his 25+ years as a Counterintelligence Supervisory Special Agent supporting the US Intelligence Community along with his 30+ years of concurrent computer systems engineering experience to aid the National Insider Threat Center at CERT© further its research and development of socio-technical controls to prevent, detect, and respond to insider threats. He is also a Senior Member of the Technical Staff for the Software Engineering Institute (SEI), at Carnegie Mellon University.
Prior to assuming his current position, Mr. Theis has had numerous positions of responsibility within the government and industry concerning insider threat. He was a consultant for the Defense Intelligence Agency’s Cyber-CI Program, where he developed insider threat management strategies. He has been the Executive Director of Insider Threat Management for Raytheon Oakley Systems. And he was the first ever Cyber-CI Program Manager for the National Reconnaissance Office (NRO), where he provided management and oversight for the CI aspects of all information systems that supported NRO programs and activities, to include detecting and deterring the insider threat.
Mr. Theis was also a Senior Intelligence Officer, Joint Staff Counterintelligence Division, Defense Intelligence Agency. In that position, Mr. Theis developed globally synchronized DoD Strategic Counterintelligence Campaigns in support of the National Military Strategy of the Joint Chiefs of Staff, and the national CI strategy of the Intelligence Community. His responsibilities included developing detailed CI business processes that encompassed computer systems architectures and data management techniques to seamlessly integrate the equities of globally dispersed, multi-organization counterintelligence elements engaged in the full spectrum of counterintelligence.
Prior to September 11, 2001, Mr. Theis spent several years as a senior executive in the private sector. He was a highly sought consultant for the Fortune 500, specializing in network systems engineering and network system security focused on corporate espionage and insider threat detection and countermeasures.
Mr. Theis is also a retired US Army Officer and CI Special Agent who served in a myriad of positions including: CI Staff Officer for a Major Command; CI/HUMINT Operations Officer for a geographically dispersed battalion engaged in worldwide CI operations; the Army CI Case Control Officer for Southwest Asia; Commander of a CI Detachment in a hostile fire zone; and as the Special Agent in Charge of a CI Resident Office in Germany.
In 2006, Mr. Theis was named one of the Premier 100 IT Leaders in the nation by COMPUTERWORLD Magazine and for several years was a Judge of international government IT business case submissions for the IT Honors Foundation. He is a frequent keynote speaker at government and private sector conferences and has also guest lectured at Harvard and MIT about his work in insider threat, and on modeling human behavior in cyberspace for intelligence and counterintelligence applications.
Overall, Mr. Theis has 35+ years of combined experience in government information systems and intelligence arenas, which includes those years spent in computer network design, systems analysis, programming, information assurance, E-commerce, and counterintelligence investigations, operations and analysis.
